The Third Session of the 12th National People’s Congress was opened on the morning of March 5, and Li Keqiang, Premier of the State Council made the government work report. When Wu Xiangdong, Chairman of VATS GROUP and also Chairman of VATS Liquor Chain Store Management Joint Stock Co., Ltd., was interviewed, he said he was impressed and inspired by Li Keqiang’s report on streamlining administration and instituting decentralization.
In 2014, Party Central Committee and State Council took the streamlining administration and instituting decentralization as an important link in deepening reform. The central government was committed to completing over 200 matters concerning cancellation and delegating approval to local governments, and actually completed 246 matters. In the same year, China also expanded the scope of Shanghai Pilot Free Trade Zone, and newly added Pilot Free Trade Zones in Guangdong Province, Tianjin City and Fujian Province. Wu concluded the measures for streamlining administration and instituting decentralization had lowered the threshold of corporate entrepreneurship and innovation, and greatly motivated the market vitality. He said: “Our economy was originally driven by three carriages of exports, domestic demands and investments. And now it needs structural transformation and boosting domestic demand. Besides the structural transformation, as for our substantial economy, the biggest benefit is the streamlining administration and instituting decentralization. That’s to say, enterprises will be managed by people familiar with corresponding industries at both macro-level and micro-level. Therefore, I think it will be equivalent to the three carriages concerning economy boosting in the future.”
Wu Xiangdong said he hoped and believed the government would do a much better job in streamlining administration and instituting decentralization concerning deepening reform in 2015, and bring much bigger market vitality.
